Forecasts earn their way onto the public board
A forecast is public only when it carries a point-in-time cutoff, exact deadline, named resolution source, evidence and counterevidence, a calibration record, and a review state. The source board remains available while that gate is closed.

The ledger endpoint is live, but there are no records that have passed the calibrated publication gate. Sentinel leaves that gap visible instead of presenting an uncalibrated percentage as fact.
