It will be observed that we have not ex-
tended this investigation to the terms of officials
preceding the incumbents. The limited time
would not admit of this, as we deemed the
present conditions of county affairs of more
importance. We recommend the appointment
by the court of two experts in accounts of county
officers to continue the investigation of county
affairs from 1885 to the present time — they to
be paid by the county.
