Mr. John H. Bragaw, county commissioner,
seems to have considered his full duty perform-
ed by his attendance at the meetings of the
board, and participation in the transaction of
the business thereat, without investigating or
examining any of the records to learn what
action was taken upon the orders made by the
board. He claimed entire ignorance of the ir-
regularities herein reported before they were
brought to his notice before the grand jury (as
did also Mr. Carpenter) ; Mr. Bragaw also had
the most implicit confidence in the integrity of
the clerk.
