e outstanding courthouse bonds, and funding bonds of 1882. The money appears to have been put into a special “cash fund” for the redemption of these bonds. If they should be presented now, there does not appear to be enough money in the special cash fund to take them up. Mr. Alexander H. Morehead, the probate clerk, has been absent the entire time which your committee was investigating the affairs of his office, and we have been seriously hampered in our investigations by not being able to get bills, warrants, etc., with which to compare the commissioner’s record, bond record, and war- rant stubs. No old warrants have been found whatever, bills do not appear to have been pre- served for any considerable length of time, and warrant stubs from July until December of last year were not furnished your committee, al- though demanded of the deputy clerk. The record of the board of county commis- sioners shows many erasures and interlinea- tions, and bears evidence in many places of items having been added after the proceedings had been written up.
