A comparison of the entire number of stubs in this book was found to be impossible in the time allotted to the committee, but it is be- lieved the total amount of warrants issued dur- ing the period will not be found to be less than $100,000.00. The committee is unable to present a state- ment of the warrants issued during the past year for the reason that the warrant stubs from July to December of last year could not be ob- tained. Your committee discovered many glar- ing discrepancies and is thoroughly convinced that they are not “clerical errors,” partly on account of the frequency of their occurrence, but mainly from the fact that they have gen- erally been on the wrong side to afford the tax- payers much pleasure in their contemplation. In order to make the nature of the discrepancies found more apparent, your committee has pre- pared a list of some of the warrants of the same number appear for different amounts and somewhere the warrants have apparently been “raised.” Numbers, dates, to whom issued and for what amount, are given in each instance, as well as the page and line where the correspond- ing numbers are to be found on the bond record, in order that the statements may be readly veri- fied. A large number could be furnished, but the following will, perhaps, be sufficient:
