did to close up the business of the meeting of
the board, in order that he might sooner return
to his home, and because of his implicit confi-
dence in the integrity of Mr. Morehead. He
never checked up the warrants cancelled with

the stubs in the warrant book, or with the orders
of the board to ascertain whether or not that
confidence was deserved. We do not think it
necessary to suggest that in the future no officer
of the county sign any orders for money in the
blank, or that the commissioners have such
record kept as well show a complete history of
every warrant issued and upon its cancellation
check it with every record pertinent to it.
Mr. John H. Bragaw, county commissioner,
seems to have considered his full duty perform-
ed by his attendance at the meetings of the
board, and participation in the transaction of
the business thereat, without investigating or
examining any of the records to learn what
action was taken upon the orders made by the
board. He claimed entire ignorance of the ir-
regularities herein reported before they were
brought to his notice before the grand jury (as
did also Mr. Carpenter) ; Mr. Bragaw also had
the most implicit confidence in the integrity of
the clerk.
