We find that up to the first day of August,
1890, the amount collected for the territory
was $39,206.57 and that collector Whitehill had
paid prior to the 25th day of January, 1880, the
sum of $19,848.59 to the territorial treasurer,
leaving a balance due the territory on August
1, 1890, of $19,357.98. Mr. Whitehill claims
an offset against this, in bills as sheriff, not yet
audited, amounting to $6,421.35, which, if al-
