Grant County Board of County Commissioners (1888–1895)
In 1890, a grand jury censured the board for failing to take ordinary business precautions, noting that chairman Sam Carpenter signed blank warrants and trusted clerk Morehead to fill them out without checking cancelled warrants against stubs [2][4]. Bragaw considered his duty fulfilled by attending meetings without examining records [3]. The board's record showed erasures and interlineations, with items apparently added after proceedings were written up [1].
